I need a laptop and mobile broadband package, and you want a cheap (preferably with a period of 12 months) is good enough for regular use of Skype calls. Must also be a decent apartment, on the west coast of Scotland, if the site is a factor.

I think you ask many. West of Scotland and has some very remote areas - in many areas, I hope that the mobile broadband downgrade to GPRS, even though there was no benefits. Even in the best catchment mobile broadband is not really working with Skype for in my humble opinion. Skype has latency that is not added, is negligible latency of broadband and the result is delayed long enough to make it extremely difficult to carry on a conversation. Finally, when I think of those agreements provided for the free laptop seems to think far from profitable value anyway.
